From Fragmented Oversight to Integrated Insight; Why Boards Need One View of Risk and Resilience

At Light Years Agency, we regularly see boards receiving multiple, well-intentioned reports on risk, continuity, cyber, third-party exposure, and compliance; yet still lacking a clear answer to a simple question:

Are we actually prepared for our most material risks?

The problem is not effort; it is fragmentation.

Risk management and operational resilience have historically evolved as separate disciplines, with different mandates, metrics, and reporting lines.

Risk frameworks focus on identifying and prioritising threats to strategy, reputation, and compliance.

Resilience frameworks focus on sustaining operations and recovering quickly when disruption occurs. Both are essential; neither is sufficient on its own.

In today’s operating environment, disruption does not respect functional boundaries. A single incident can rapidly escalate from an operational failure into a strategic, regulatory, and reputational event.

Boards therefore need a single, integrated view that connects risk exposure with recovery capability.

Regulators are already moving in this direction. Expectations increasingly centre on demonstrated operational resilience; not just documented controls.

Boards are being asked to show how risk appetite translates into tolerable disruption; how critical services are protected; and how third-party dependencies are managed under stress.

From an Light Years Agency perspective, integration is fundamentally a governance issue. It is about decision-useful information, not more reporting. When risk and resilience are aligned, boards gain:

• clear visibility of the organisation’s most critical risks and its ability to absorb and recover from them;

• reduced duplication and more disciplined prioritisation of investment; and

• greater confidence when making decisions under uncertainty.

Separation between risk and resilience is no longer a neutral design choice. It is itself a material governance risk.
